{"id":1131,"date":"2004-07-27T03:04:44","date_gmt":"2004-07-27T08:04:44","guid":{"rendered":"https:\/\/rojisan.com\/blog\/2004\/07\/the-american-prison-economy\/"},"modified":"2004-07-27T03:04:44","modified_gmt":"2004-07-27T08:04:44","slug":"the-american-prison-economy","status":"publish","type":"post","link":"https:\/\/rojisan.com\/blog\/2004\/07\/the-american-prison-economy\/","title":{"rendered":"the american prison economy"},"content":{"rendered":"<p>the us department of justice,  office of justice programs,  bureau of justice statistics has <a href=\"http:\/\/www.ojp.usdoj.gov\/bjs\/abstract\/ppus03.htm\">released<\/a> their latest data on incarceration in the united states.  i&#8217;m going to talk about this a bit from a purely economic perspective, because it worries me.<\/p>\n<blockquote>\n<div class=\"sourcequote\"><a href=\"http:\/\/www.ojp.usdoj.gov\/bjs\/pub\/pdf\/ppus03.pdf\">Probation and Parole in the United States, 2003<\/a> [pdf]<\/div>\n<p>The total Federal, State, and local adult correctional population &#8212; incarcerated or in the community &#8212; grew by 130,700 during 2003 to reach a new high of nearly 6.9 million. About 3.2% of the U.S. adult population, or 1 in every 32 adults, were incarcerated or on probation or parole at<br \/>\nyearend 2003.<\/p><\/blockquote>\n<p>with fresh numbers from the department of justice, it just begs for a global comparison.  for this, we can turn to the <a href=\"http:\/\/www.prisonstudies.org\/\">international centre for prison studies<\/a>.<\/p>\n<p>top ten <a href=\"http:\/\/www.kcl.ac.uk\/depsta\/rel\/icps\/worldbrief\/highest_to_lowest_rates.html\" class=\"broken_link\">countries<\/a> by total number incarcerated:<\/p>\n<p>1 \tUnited States of America (2,078,570)<br \/>\n2 \tChina (1,549,000)<br \/>\n3 \tRussian Federation (846,967)<br \/>\n4 \tIndia (313,635)<br \/>\n5 \tBrazil (308,304)<br \/>\n6 \tThailand (213,815)<br \/>\n7 \tUkraine (198,386)<br \/>\n8 \tSouth Africa (180,952)<br \/>\n9 \tMexico (175,253)<br \/>\n10 \tIran (163,526)<\/p>\n<p>ok, you might say.  not fair.  it&#8217;s the <a href=\"http:\/\/www.kcl.ac.uk\/depsta\/rel\/icps\/worldbrief\/highest_to_lowest_rates.html\" class=\"broken_link\">incarceration rate<\/a> that is the better comparison:<\/p>\n<p>1 \tUnited States of America (.715%)<br \/>\n2 \tRussian Federation (.584%)<br \/>\n3 \tBelarus (.554%)<br \/>\n4 \tBermuda (UK) (.532%)<br \/>\n5 \tPalau (.523%)<br \/>\n6 \tVirgin Islands (USA) (.522%)<br \/>\n7 \tCayman Islands (United Kingdom) (.501%)<br \/>\n8 \tTurkmenistan (c. .489%)<br \/>\n9 \tCuba (c. .487%)<br \/>\n10 \tBelize (.459%)<\/p>\n<p>(china is #105 with .119%)<\/p>\n<p>the bureau of justice statistics report says 3.2% of the adult population is in prison, on parole or on probation.  the centre for prison studies cites <a href=\"http:\/\/www.bop.gov\/\">bureau of prisons<\/a> data, putting 2,078,570 persons in prison in america (plus another 100,000+ juveniles) out of a population of 290.7 million at mid-year 2003.  the difference is the people on probation and parole (plus the difference between the agencies doing the counting).<\/p>\n<p>so why do i bring this up?  because if you&#8217;re not in the business of building or running prisons, this is &#8220;dead weight&#8221; in your personal economy.  as a nation, this is dead weight on the whole economy.  and, as i mentioned just a little while ago, we&#8217;re <a href=\"https:\/\/rojisan.com\/blog\/2004\/07\/american_law_enforcement_priority_illegal_guns.html\">barely prosecuting<\/a> the criminals we know about.<\/p>\n<p>noticable is that in 1995, <a href=\"http:\/\/www.kcl.ac.uk\/depsta\/rel\/icps\/worldbrief\/north_america_records.php?code=189\" class=\"broken_link\">.6% of the population was incarcerated<\/a>, and the trend is pretty steeply up.  is this a problem?  can america compete in a global economy with that many potentially productive citizens wasting away?  does it matter?<\/p>\n<p>today, we&#8217;re all criminals.  it&#8217;s just a matter of how interested the prosecutors get in your case, and, apparently <a href=\"https:\/\/rojisan.com\/blog\/2004\/07\/drawing_conclusions_on_terror.html\">whether they can label you a terrorist<\/a>.  in fact, law enforcement is so busy in this country, we&#8217;re letting private industry organizations do a large a lot of enforement on their own &#8211; and with <a href=\"https:\/\/rojisan.com\/blog\/2003\/12\/the_riaa_orders_jackboots.html\">former atf personnel<\/a> for expertise.  (i could argue that the riaa got a raw deal in hiring atf people, based on <a href=\"https:\/\/rojisan.com\/blog\/2004\/07\/american_law_enforcement_priority_illegal_guns.html\">their performance<\/a>, but that&#8217;s another subject).<\/p>\n<p>are americans just naturally more criminal?  the british did ship a lot of convicts to north america a couple centuries ago.  but that can&#8217;t be it.  australia, built from the same criminal stock, has an incarceration rate of only .116% (less than china).<\/p>\n<p>and then there&#8217;s the human question and political question and other questions that i&#8217;m completely ignoring&#8230;<\/p>\n<p><strong>update<\/strong>:  i screwed up the math on this, converting fom &#8220;out of 100,000&#8221; to percentages.  it&#8217;s all fixed now.  i&#8217;m tired.  sorry about that.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>the us department of justice, office of justice programs, bureau of justice statistics has released their latest data on incarceration in the united states. i&#8217;m going to talk about this a bit from a purely economic perspective, because it worries me.
